Anna C. Dover is the co-chair of Milberg’s False Claims Act or “qui tam” Department. Her practice encompasses lawsuits brought by whistleblowers on behalf of the government under the federal and state False Claims Acts. Many of the whistleblowers Ms. Dover has represented have exposed Medicare and Medicaid fraud in the health care and pharmaceutical industries, including off-label marketing schemes by pharmaceutical companies, illegal kickback arrangements between health care entities, and up-coding by nursing facilities, home health agencies, physical therapy providers, and similar entities. Ms. Dover takes great pride in representing these courageous men and women who take great risks to expose the fraud they witnessed. Ms. Dover also relies on her considerable litigation experience to pursue False Claims Act cases where the government did not intervene in the lawsuit, also known as “non-intervened” cases, which follow the path of more traditional litigation.

Roland Riggs is the co-chair of Milberg’s False Claims Act Department. Riggs has represented whistleblowers in a number of areas of the health care industry, including individuals reporting fraud committed by: skilled nursing facilities, occupational therapy providers, hospices, ambulance providers, durable medical equipment suppliers, independent diagnostic testing facilities, and surgical centers. The frauds they have reported include up-coding, billing for medically unnecessary services, “swapping” arrangements and other violations of the anti-kickback statute, and Stark law violations, among others. In addition to representing whistleblowers in the health care industry, Mr. Riggs has represented whistleblowers in the construction, defense, energy, insurance, and banking industries.

Andrei Rado focuses his practice on securities litigation, consumer class actions, and SEC whistleblower matters. Since the passage of the Dodd-Frank Act in 2010, Mr. Rado has represented numerous whistleblowers before the commission under a program that rewards and protects whistleblowers that report violations of securities laws to the Securities and Exchange Commission. These involved a variety of complaints, including allegations of bribing foreign officials to gain business, accounting fraud, and consumer fraud, against a variety of companies diverse in size and business.

W. Steven Bursey joined Milberg as the Director of Investigations in 1997. He initiated and developed the in-house investigative unit at Milberg, and hired, trained, and currently supervises a staff of 7 investigators. Mr. Bursey has successfully investigated numerous high-profile cases including In re Enron Corporation Securities Litigation, In re Initial Public Offering Securities Litigation, as well as complex litigation against various mutual fund firms, such as In re American Express Financial Advisors Securities Litigation. Mr. Bursey’s skills include identifying, locating, and preparing witnesses for trial.
